I believe that if the appropriate offer is made to Man City, they would accept it gratefully, much as Manchester United did with Harry Maguire, but it also relies on the individual. Additionally, Phillips has consistently resisted any kind of hasty departure from Manchester City in the same way that Maguire did not ultimately reach an agreement with West Ham because he continues to believe that his time and his minutes will come at some point.
